Hrm, then again, because the attack table is silly and doesn't work off real percentages, if you've got 90% as miss/dodge/parry and 10% as hit, going from 0% crit to 3% crit would actually be 30% more of your hits being crits than before.
Looking at some more realistic numbers, let's say you've got a hit-capped rogue with, lets say 25% crit:
0% miss, 6% dodge, 0% parry (attacking from the back), 25% crit, 15% glancing blow.
Attack table would look something like:
0-6: Dodge
6-31: Crit
31-46: Glancing Blow
46-100: Hit
There's more than enough "Hit" left over that we don't have to worry about pushing anything off the table, so we're basically working with a scale of 6-100 instead of 0-100 (which I'll simplify as 0-94). Increasing the "Crit" section by 3 will actually cause 3.19% more of the attacks that land (ie: damage dealt) to be crits.
