Ret paladins? An armor debuff would not improve your threat. It does not seem to be a raid wide debuff so its pretty pointless. Nice for rogues and warriors.

TO UNCRUSHABLE, AND BEYOND!

Increases white damage by a % amount (due to the amor reduction). weak white damage + x% more weak white damage is still piddly amounts of threat....definitely not a Pally tanking enchant.

How about that new weapon chain?

In terms of DPS, it is superior to mongoose for physical damage for classes who do not gain an AP benefit from agility, such as enhancement shamans, warriors, and ret paladins.
In comparison to Savagery, it would depend on gear level. At high gear levels, Executioner is easily better, while at lower gear levels Savagery comes out on top. Where the cross over line lies, however, is difficult to define.

None that really matter. I think he's looking more at the parry rating than the disarm immunity.
