http://www.wowhead.com/?item=41377 is close to useless. It doesn't do what it's tooltip says. It multiplies your resist by 2% so you'll gain 1-2 resist.

If his breath can be resisted, then the arcane resist enchant is better. Please understand that the resist mechancis have changed since TBC and you won't beable to get past 128 arcance resist easily, even with a druid supplying imp mark of the wild. Even with a frost DK you'll only get to 125 arcance resist. This is also assuming the +20 frost resistance back enchant. Now if you are a LW this becomes much easier with their resist enchants.
