Block rating Libram or block value libram?

I am still a bit below block cap, with prot gear (24k hp and def cap) only being an off set. Which of the 2 librams is going to offer the best mitigation? Moving closer to the block cap or the increase block value uptime?

The emblem one beats the hell out of the BR one.

If that libram is the only thing that's keeping you from being block capped (aka if the 42 BR on it will cap you) then it *might* be worth using sometimes. But the emblem one is still kind of amazing.
