What should my next steps be?

Currently I am guildless (not really looking) but I do like to Tank Instances. So as suchRight now I am wondering if I am ready for heroics or should I do normal instances for rep runs to get better gear. Thank you for your time.

You're probably good for some of the easier heroics (SP, UB, Mech). You should change all your gems to stamina, though, because healers will be accustomed to warriors and druids, who will have considerably more health than you even when you DO gem for straight stamina. Also, avoidance stats matter less in heroics.

You'll want revered with CE for their rep necklace, and if you can, you should get a Stamina trinket to replace that ugly green one. Also, get 18 Stam to your shield, as it's a very cheap enchant considering the stats you get from it.
