Maybe I should note that in a raid situation, you'll likely see the uptime fluctuate from fight to fight, since it's a small sample size (closer to the 1000 iteration version). So you may see as little as 95% or less uptime for some fights if you get unlucky.

And yes, technically you could see 0% uptime if you were really unlucky with the RNG. The chance of that happening over a 5-minute fight is 0.2^50 = 1e-35 though. So if it ever happens to you, start investing in lottery tickets. Just don't make any plane, train, or car trips, or go outside in a thunderstorm.

are you counting in that it seems to have a 10second ICD so less chances to keep it up in those 18 seconds?

Yes, if it procs the simulation automatically skips checking for a refresh on the next time step.

weird, cause like i said 61% uptime in a heroic, was gonna get it, but returned it, now not quite sure what to purchase with badges first,,,,,,

Uh in a heroic you are not going to HotR on cooldown what with running between mob packs and the like so of course up time is going to be lower. If you want to test it just go hit a dummy for a bit.
