Some time ago some blue said that any item that has a proc will have it's internal cooldown triggered withouth the effect happening the moment that item is equipped.

It's not an exploit, and it's not free. You can try to avoid the GCD, but it restarts your GCD when you do it. So even if you macro things together perfectly or use an addon, you're easily losing 500ms of your rotation per swap and resetting your swing timer. You should really only libram swap if you don't mind losing threat but would like extra SBV.

has anybody tested this yet? just did a quick halls of lightning, hotr on CD every 6, and seems to me it might have a ICD because it never reapplied for the 1st HOTR after it procced...'


what is everyone else experiencing with this? is it worth purchasing first?
