The Inexorable Sabatons (which are BoE, and not the badge boots being discussed) are for happy fun BV set. I've got a 14 str gem in mine, so those boots give me 127.6 BV.
Not useful in all applications, but situationally, sure.
With regards to Sabatons of Endurance vs Kyzoc's Ground Stompers, if you look at wowhead's comparison tool, the Stompers net you
18 Str
34 Parry
at the expense of
5 Defense
10 Dodge
38 Expertise
So you lose one defense value, 0.23% dodge, but gain 0.45% parry. Overall (according to RatingsBuster) it's a +0.32% avoidance increase, before DR. Stompers also give 10.4 BV and 41.4 AP.
So, yes, Stompers are a clear upgrade over the Sabs, but perhaps not as huge an upgrade as some other badge purchases, if you're having to budget your purchases.
