96969 rotation with Libram

Atm I'm not using this fixed rotation, rather I'm just pressing what's up, with two exceptions. I always hit judgement on its 8s cooldown, and always keep holy shield up. This is because my TPS is far above enough, and the 8s judgement helps my mitigation alot, an extra ~470 BV helps alot in the long run.

Question is, is it worth sacrificing this extra mitigation for extra threat generation with a fixed rotation?

the extra threat from the fixed rotation will definitely be a factor once your DPS is geared up and your seeing them pull more and more threat
