This is more interesting to me. With a 2.6-speed weapon, a 15-PPM effect such as SoI had a proc chance of 15*2.6/60=0.6500 = 65%.
Does "33% more often" mean that it's now 15*1.33 = 20 PPM, and thus an 86.67% proc chance? Or does it mean that they turned it from a 65% proc chance into a 100% proc chance on hit?
Should be easy to test, I'll post something in the CTA thread. Basically attack a dummy 100 times with auto-attacks. The chance of seeing no misses in 100 attacks with an 86.67% proc rate is 0.000061218%.
I attacked a dummy with auto-attack for a minute and saw two or three non-proccs. I also sent GC one of those tweet message things about the cons change being a nerf to damage when you have some vengeance.

It's not exactly a huge nerf. And remember, it's a buff at low Vengeance, which is the common situation you'll be at on pulls or picking up adds. It was probably done to try and help improve those situations without buffing our steady-state DPS.
