IMO, this cult owes its existence to two historical factors.

1) Chip&Dale Rescue Rangers, along with a few other select Disney cartoons (Duck Tales, Duckwing Duck, Alladin, Winnie the Pooh and Gummi Bears) were first shown in Russia shortly after the fall of the Iron Curtain. These (extremely well dubbed) cartoons were broadcast on no fewer than two federal TV channels, in the days when there were only four channels on Russian TV in total, and very few people could afford VCRs. As a result, for a significant segment of Russian population (especially the young ones) these cartoons were their first contact with modern Western art in general, which accounts for their disproportionately high cultural impact.

(That said, Gadget is by far the most popular character of all these cartoons. I'm not sure why. Maybe she just tapped into the "redheaded girl geek" archetype 20 years before Felicia Day did)

2) Between 74 years of Soviet era and subsequent ham-fistedly stupid actions of Eastern Orthodox Church, there are millions of people in Russia who are utterly disillusioned in both organized religion and atheism. In this atmosphere, all manner of superstitions, magical thinking and cults of various absurdity proliferate wildly.

As for this particular cult, it's about as serious as Discordianism.
