My answer:
There are 2 ways of going about this, depending on your desires.

1. If you are twinking just for fun, choose whatever profession takes your fancy.
2. If you are twinking for serious min/max competition, take whatever gives you the biggest bonus you are looking for: Enchanting - Spellpower to rings, Skinning - Crit bonus, Tailoring - Spellthread etc.

If he's making a twink for PvP, I believe enginerring is quite a must have option.

A Blood Elf With Tailoring and Inscription.

You don't need to be
Draenei for the extra heal,
Or dwarf for stoneform.
Or Human for the free trinket
Or Tauren for the AoE Stun and more HP.

No. You are a level 70 twink, SO YOU MUST BE A DAMN PRO. You need an AoE silence + Mana on a 2min CD.

You don't need ENG for the awesomeness,
or Blacksmithing for the extra Sockets,
or Jewelcrafting for the JC Gems.
You don't need Herbalism for the haste + heal.
You don't need Skinning for the Crit.
You don't need enchanting for the ring enchants
You don't need Alchemy for the Cool Stats boost.
You dont' need anything, but Tailoring, and Inscription.

Don't forget, with tailoring, you can make SUPER AWESOME +Int items for yourself.

Whenever someone questions you, just remember. You are a 70 twink. You are a DAMN PRO at this game.

I used to have aDK 74 twink for the 75 bracket, had two of the archaeology axes. It was sick they are 226 Ilvl and i was pretty much running around as a titan grip frost dk.
