Fetzie and Klaud were alternating AW/HoW casts on my pre-made DK. Fetzie was level 86, Klaud 85. At first, I was keeping DRW up for most of each AW period, but we observed no parries whatsoever, so I stopped bothering.
Stats:
11.52% dodge
28.91% parry (48.91 during DRW)
-1.5% dodge/parry for Fetzie's attacks.
Fetzie:
80 hits, 3 crits, 7 dodges, 1 miss (91 total); 7.69% dodged, 1.1% missed
Klaud:
53 hits, 7 dodges, 3 miss (63 total); 11.1% dodged, 4.76% missed
Seems like HoW is a ranged attack (miss/dodge, cannot be parried).

Added two more fairly simple/short tests, #39 and #40.
Test #39: Harsh Words interactions
Test #40: Holy Avenger and Grand Crusader
Test #39: Harsh Words interactions
- Level: any
- Gear: full gear, high AP/SP
- Target: low level dummy
- Attack Sequence: With no seal, cast a 1-power WoG on the dummy 100 times (normal rotation CS>J>AS to generate HP is fine). Then cast Seal of Insight and repeat (another 100 WoGs). Finally, to test Bastion of Glory interactions, stack Bastion up to 5 before using a 1-power WoG; repeat this last one 10 times (so 30 SotR and 10 WoGs total).
- Goal: 210 WoG casts (100 in each of the first two configurations, 10 in the last).
- Report: AP, SP, upload log.
Test #40: Holy Avenger and Grand Crusader
- Level: any (must have GrCr skill though)
- Gear: any
- Target: low level dummy
- Attack sequence: Cast Crusader Strike until you get a Grand Crusader Proc. Then dump all Holy Power, cast Holy Avenger, and cast Avenger's Shield. Note how many Holy Power you gain from AS.
- Goal: 1 AS cast with Holy Avenger active.
- Report: HP gained from AS, upload log.

WoG, EF, J and CS data up in the spreadsheet. Since I believe you're just confirming tooltips, I decided to forego extensive testing for those and just did every other set.

The BoG section is fine, it's clear that Harsh Word doesn't consume BoG stacks, nor does it benefit from them.
Log also confirms that SoI has no effect on Harsh Word.
Consider #39 finished.

Ah that's what was confusing me I thought you where expecting the BoG stacks to be consumed.

I'm pretty sure there's a typo in the WoG data. The minimum value for set #2 should be ~7200, not 7800.
Interestingly, WoG is fitting quite well except for the base value, which is higher than the tooltip claims by a good bit. It looks like it matches EF's base heal value again.
Otherwise, CS, J, and EF all match their tooltips. WoG is the only one that's wrong, and only insofar as its base value is identical to EF's tooltip base value.

I believe the tooltips are not considering the extra boost healing spells get from PVP power.
