I use "mobile" and "phone" interchangably.

I work with people from around the world and my experiance is that in the West we say 'cell' mostly and in Europe they say 'mobile' more often.

Been doing this for last 3 years and have intereacted with thousands. haha GO GO!

You could always use "Telephone" "Fax" "On-call" using on-call in place of cell or mobile, since generally you're using that to contact someone outside of normal hours.

Always "cell phone" or "mobile phone" more formally, absolutely never just "cell" or "mobile" by itself. Most often "phone" unless it would be oddly nonspecific.
