Those translate to individual proc chances of 2.8%, 2.63%, and 2.00%, respectively. 95% CI's would be +/-0.66%, 0.64%, and 0.56%. A 1 PPM effect with a 1.6-speed weapon has a proc chance of 2.67%, It seems like a reasonable guess that this is a 3 PPM enchant (8% net proc chance) that randomly chooses which buff to grant. The net proc rate is 7.43%, CI of +/- 1.05%, which fits with that pretty nicely.
The definitive test would be to repeat this with a 3.6-speed weapon; if it's a PPM effect, the proc rate will go up to about 18% (total, 6% each).

You can have all 3 proccs at the same time, and it looks like that a new procc overwrites the existing one.
1450 successful melee attacks
113 crit procs
97 mastery procs
72 haste procs
7.79%, 6.69%, 4.97% proc rates, +/- 1.38%, 1.29%, and 1.12%. Total proc rate of 19.45% +/- 2.04%. Given the earlier data set, I think this confirms Windsong as a 3 PPM enchant that randomly selects the buff it grants.

What in particular makes them expensive? Do they require Maelstrom-equivalents?
Also, how expensive are they? Because if throwing money at the problem will solve it, I have about 2 million gold to toss at you. Plus more if I copy extra Theck-clones over.

It was the naked set... but it the raid dummy was next to a lvl 80 dummy, so LH's was hitting that one too...

OK, that makes a little more sense. 11 misses, 53 hits on the Raider dummy, ~17% miss rate, close enough to 15% given the small sample size. Light's Hammer/Arcing Light works like Consecration - spell hit, each tick can hit or miss individually.
Interestingly, Holy Prism doesn't seem to miss. 56 successful attacks, 0 misses. Chances of that occurring with a 15% chance to miss is 0.01%, enough to comfortably say that Holy Prism is automatically successful even when cast offensively. There were also 0 misses in your HPr self-cast naked data set (though only 26 attempts, so a 1.46% chance of occurring). But I think it's a safe bet that Holy Prism automatically connects in both forms.
Base damage and healing on Holy Prism matches expectations (both within bounds predicted by equation). Though in the naked set, it's hard to really tell for sure, since a 40% bonus to 301 spellpower isn't enough to move the goalposts. That wasn't the point of this data set anyway, of course.
Tooltip on Arcing Light varies between Wowhead and Wowdb. Wowhead claims identical damage/healing, wowdb has (2513-3071)+0.247*SP for damage and (2261-2763)+0.222*SP for healing. The maximum damage and healing values match wowdb's estimates exactly, both of the observed minima are about 1% higher. Going to assume that WoWdb's info is more accurate based on this data.
