It's datamined, from the PTR. If you believe all is set in stone Deathwing will pay your tank a personal visit and burn all gear to cinders.

That said, start speculating.

Mine first: The gear named Valorous <whatever> could be our new off-tier VP shop.

Mine second: Bloody hell, that's a LOT of mastery there! Are they making an effort to push warriors above passive 102.4?

Mine third: Pugging old FL seems to be good for the non-raiding tank. A few nice reputation-upgrades for AoH.

Mine fourth: Cut epic gems, but no JC recipies. Sad panda here.

So I build a toon for Normal an Heroic DS, with gear available from 4.3 I also took FL heroic gear into consideration, just to see where we're heading. I used rawr for this. also, I am a Blacksmith and my second profession is mining. I didn't use any epic gems on purpose to keep it clean. And so you know that from this stats we can go even a bit higher.

exactly, I wrote this list yesterday first for my guild and posted it in our guild-forums, damn was a hell of a job do get those ptr-links working so you are welcome to use them ^^

Although I don't know if this combination is BiS. I just tried to compose the toon logicaly, tried out and used the best combo I found. Following the in my opinion best strategy after reaching block cap.

For the Heroic gear set, I would use the Curled Twilight Claw ( http://ptr.wowhead.com/item=78432 ) over the 397 Signet of the Resolute. You can slot a +60 Stamina gem in there for 519 Stamina, you get 225 Mastery, and you can reforge the Hit to 57 Dodge. You probably couldn't take it until after all your plate DPS got it, but I think it's better.

By the time I'm in that much 410 gear, I plan to just shed Dodge/Parry in favor of 8% Hit/26 Expertise.

Last night I put together a set that incorporates T12 2pc Ret/3pc Prot that exchanges 20% CTC for hard cap hit and expertise (yes, 56 expertise, and yes, horrible things are done to hit that mark). The set uses a reforged Fury of Angerforge for 128 expertise rating, which isn't optimal, but is fun because, hey, imadragon.

In late T12 it's pretty trivial to get 8/26 and preserve CTC. I may rework a set to do this for kicks, now that I think about it.

Edit: I can't quite do it. 6.06% hit, 26 Expertise, 100.39 CTC unbuffed, 15.45% dodge, 15.38% parry, 64.56% block.

The constraint is: no reforging CTC stats into hit/xpt, no gemming for hit/xpt, and must be a set I'd feel comfortable doing heroic raiding in. There's just not quite enough hit on the tanking gear. I'm a couple hundred VP short of being able to buy another set of Ret gloves to see if I can't do something with that, but I think I'd still be at 7.54% hit. Maybe swap in an Obsidium Cleaver (+0.87% hit)? Which goes over 8%. Either of those approaches would require some significant re-gemming (maybe just swapping from Bold Eyes to Fractured would suffice).

Swapping in a hit trinket would also make this easy, but would be breaking the rules.

It's an interesting set. I don't think I'm going to keep it -- I prefer my 17/17 setup. I'll just wear my newly minted 2p/3p set for parse hunting and tell my healers to wake up for a change
