When you're actively tanking, nobody's watching your sparkle-stick anyways. they're too busy tunneling Recount and/or Grid.
If you want to show off your epix in town, don't stand around in bear form.

For the sake of itemization a tanking legendary should be the option of a main hand + shield combo, a strength 2-hander for DKs, and an agility 2-hander for bears. Otherwise the shield tanks would get the shaft on the amount of stats they would be getting from using a higher level main hand with a current-tier level shield.

Why make them a legendary at that point since they are so themed apart from each other?

Is it at all possible that adding a tanking legendary would increase the number of people actively playing tanking characters? in a good way?
Granted, I don't have a feel for whether or not Val'anyr caused more people to roll healers, but I'd bet that Shadowmourne increased the number of people playing plate DPS.
Also, although every prior legendary has been a weapon, there's nothing saying a tanking legendary HAS to be a weapon... it could be a trinket or a relic. Give it a boat-load of stamina, an on-equip "increases AGI or STR, whichever is higher" instead of the usual green stat, and some nifty on-use effect.
