4.1 Rebuke can't miss but.. can it still be Blocked?

Last night raid I tried to interrupt a mob and didn't miss, instead it was Blocked. This prevented the mob from being interrupted. So will we still need expertise, or it this change to rebuke making it more like taunt?

It can only currently be blocked if the target is not casting.

Chain Lightning has a 0.5 second cast time. With CoT would be 0.65. On the logs your Rebuke came 0.704 seconds after the cast start so was able to be blocked.

Alright make me feel better that it's my own lag that made it look it was blocked, instead of needing expertise.

Pretty sure expertise wouldn't affect block anyway...
