Seal of Truth, Censure stacks and Avenger's Shield?

Ok... whats going on here?
Do my eyes deceive me?
Is Avenger's Shield applying and refreshing stacks of Censure on targets other than the Main target?
I know HotR did this back in LK when HotR was a 3(4 gyphed) target attack, but not since it went to an aoe attack.
Did I just miss the memo?
