Make sure you're hard xpt capped, as you'll need 56 to push dodge off the table!

This is a significant nerf. My expertise and hit are all reforged away into CTC, and now it takes a lot longer to build up holy power. Ugh.

After 5 hours of raiding tonight, I've come to the conclusion that I don't give a shit about the holy power lost from missed attacks. It's a nerf sure, but it's only slightly more annoying than having to ShoR 5 times in a row because I keep missing, or using Divine Plea for an instant 3HP WoG at the same time as an Eternal Glory proc.
Well, maybe. Personally half the time I try to BoP someone who already has Forbearance, I manage to BoP someone else or myself instead. There's a reason my HotR macro /cancelauras every conceivable pacify buff

Yeah I remember these times, when ShoR keeps missing. So annoying in fact, that I already stopped reforging expertise. As my guild is full of people who seems to consider using threatdumps as dps loss, or at least wait till the last second, I wonder if I should just reforge or go through the hassle. Considering that some of our DPS can´t dump and they are putting out good dps, well.

Full CTC vs soft capping exp and capping hit is really a quality of life question more than anything. Sure, it's annoying to miss ShoR 5 times in a row, but since threat really doesn't matter much after the first 20 seconds it's really more about your DPS knowing they need to let you get settled before they start going balls out.
Being "threatcapped" (read hitcapped and exp softcapped) makes for a much smoother rotation for sure, but if you're looking to survive then your threat will suffer more now after the patch than it did before.
Nevertheless, once you land a few attacks at 85%+ vengeance then threat really is a non-issue. I'm fully threatcapped from reforging right now because on farm nights, we spend about an equal amount of time on bosses as we do trash. That translates into a LOT of time spent in the "first 20 seconds" of combat with various mobs, so for me, my ability to output constant, high threat is a boon to the raid because it means we can move faster. I'll be fully reforging to CTC tomorrow though for HM's.

We've been using it for a few months now. The search function finds Yappo's post in his 12/13/10 Failsafe Gearing Guid as the earliest occurance; Theck uses it on 1/6/11 in the Quantifying Gear Stats thread.
Amusingly enough, CTC as "Corpse Tongue Coin" didn't overlap at all.
I'd tried using DPBM for Dodge-Parry-Block-Miss for a while in 08 and 09 but it was too unwieldy to catch on; CTC is certainly easier.
