military folks,

68R E5 points need to be 724 or lower this month. Please pray to the HRC gods that this happens.

What are these points you speak of? Army? Navy? Doesn't sound Air Force-y so I can't empathize/sympathize...

But what does that have to do with points on a month to month basis? I thought it had to do with job performance, personal achievements, tests, and whatnot?

Job performance, personal achievements, tests, and whatnot are assigned a numeric value based on "math magic" and you're given a total score. Military promotions aren't typically based on "flat rates", but on the needs of (insert service name here). The applicable service will determine the promotion rate for the month (or year if you're Air Force), this will determine the cutoff score that a person will need to make.

tl,dr: He's hoping his performance scores meet the cutoff for this month.

Could be worse. Could be a 12C. I've got 5 E5(P)'s in my platoon and none of them are anywhere close to the E6 cutoff.

I can just see Thek getting his paws on these points tables to calculate the most efficient way to get a raise/promotion with minimum effort :D

Essentially, and if you know how to play your class effectively, the rep grind is quicker. Though I don't know of many factions that actually pay YOU more for increasing their rep* (sure you get some discounts, but you still have to pay for anything you want from them.)
