forging to maximise mastery

I have a question - consider a raw piece that has a large amount of dodge, and a small amount of expertise and hit.

Should I reforge the dodge to gain a large amount of mastery (and thus more combat table coverage), or should I save the avoidance, and drop the smaller amount of hit or expertise into mastery, but gain significantly less overall CTC?

My understanding is that point for point, mastery > dodge at 10% dodge.

I guess another way to put it is, should I forge the highest stat into mastery (within reason) or always the less-needed stat?
