How much for 1%?
How much dodge, parry, and mastery is it for 1% avoidance? Also, is there a cap for any of the three?

Open your character sheet and hover over mastery/parry/dodge. Mastery doesn't give avoidance, it gives mitigation.

At level 85, 179.28 mastery rating gives you 1 mastery point
1 mastery point gives you 2.25% block chance.
So it is 79.68 mastery rating for 1% block chance.
At level 85, before diminishing returns, you would need 176 parry (or dodge) for 1% avoidance. There are dimishing returns, but it looks like they are not very step for someone with my level of gear (343)*.

For example, I have 11% dodge, with the WoW tool tip telling me that 1059 dodge rating gives me 5.99% dodge. The calculator matches this. And it tells me that to get 6.99% dodge, I would need 1236 dodge rating. So for me, an extra 1% dodge would require 177. This is pretty close to the 176 before diminishing returns.

The WoW tooltip gives you pre-DR values for Dodge and Parry %. Only the character sheet (i.e. paper doll) gives you the accurate post-DR values.
It should be pretty obvious that what you posted is wrong for a number of reasons:
- You got exactly 177 dodge rating for 1% despite increasing your dodge by 1%. If there were any diminishing returns, you'd expect that number to go down at least a little.
- In fact, if you put 100% into the calculator, it tells you that you need 17672 dodge rating to reach that value. This is obviously not a post-DR value because:
- diminishing returns would cap dodge at around 65.6%. You literally cannot get more than 65.6% dodge from dodge rating, even with an infinite amount of dodge rating.
- Comparing 100% to 5% (884 rating): (17672-884)/(100-5)=176.7. In other words, it's giving you absolutely no diminishing returns at any value of dodge rating.
- Put in 8836 for dodge rating, which the calculator says is 50% dodge (pre-DR). Right underneath the "Show dodge per agility," it says Combined dodge chance is 50.00 % reduced to 29.11 % after diminishing returns ( 20.89 % lost ).
In other words, you didn't read the site carefully enough. I have no idea why the "X% dodge requires Y rating" calculator is giving pre-DR values, because that's sort of useless, but it's pretty easy to see that it is doing exactly that. Just put X% into the dodge%->rating calculator, and then plug that rating into the rating->dodge% calculator and look at the "Combined dodge chance" line.

Thanks, my bad although I was led astray by the above information, which is, as you say, rather useless.
Hopefully doing it right this time:
With 1059 dodge rating at the moment, the tool implies I have 5.72% dodge after DR.
With 1265 dodge rating, it calculates I would have 6.72% dodge after DR.
So I would need 206 dodge rating for an extra 1% dodge given my gear.
So the value of a unit of dodge rating for me in terms of expected damage reduction is equal to 0.004854 (i.e. 1/206).
This is less than the corresponding value of a unit of mastery rating which is 0.00502 (0.4/79.68)
