Melee is clearly doing overall higher damage than my crusader strike,and judgement is very close to crusader strike. ( judgement would be closer but I use GC procs in place of judgment/holy wrath only if i have judgement of teh just and sacred duty procced already.
I almost feel like the 9 percent haste would be a clear threat increase.
Also with judgment being so close would it be more pracitcal to use the 10 percent damage increase all the the time over Crusader strike/ HoTR. My thought process is that they are so close on threat that it is better to use crusader strike for bosses ( for higher burst threat at the start the crit would be greater to have anyways).
