That's a screenshot of the new mastery based benefits for speccing into a tree in the next xpac, those aren't sums of what the current trees do for you.

That picture is a "sneak peek" at what the talents / mastery system will look like once Cataclysm, the next expansion after wotlk, hits live not something that is hidden at the moment.
Wait atleast half a year before they start considering of testing it, maybe as long as a year before you will have a chance of seeing it.
