SOV bugged for ret?

my ret build i havent changed it yet but didnt have command before dont have it now,,, and i thought SOV was supposed to be the dps seal for ret as well... it stacks SOOOOO slowly? off melee attacks only correct? does that mean seal of command should be the seal of choice for trash pulls and things that die quick?
