[Ret - PVP] Repentance not Working in Arenas?

I have been practicing my pvp skills to get ready for my 3s team which had our first night of arena matches last night. I got myself accustomed to using repentance to interrupt casters or immobilize a player for a few seconds to focus on another player or burn down the caster, however last night everytime I tried to use that spell in arenas it wouldn't cast. Does anyone know why/if repentance isn't allowed in arenas?

Note: if you are trying to cast it on druids in tree/boomkin form it will not work. They are considered elementals in form, and therefore not humanoids.
