[Ret-PvE] - Possible stupid question concerning Aura Mastery

Aura mastery says "improve the effect of all other auras by 100%". Is that the baseline aura, or any additional benefits as well? For instance, if I take Sanctified Retribution and Aura Mastery, does my Ret Aura now increase damage by 6%? Likewise, would Swift Retribution then bump up to 6%?

I'm trying to figure out if dipping down in Holy and getting extra Int for mana and aura mastery is more beneficial than dipping down into Prot for Divine Sac. If Aura Mastery boosts the effects of other Ret talents, it seems a no brainer to me, but that's almost too good to be true.
