"We are still trying to get the balance just right for level 70 PvP but we feel that this is a step in the right direction. The 95% damage reduction to Holy Shock was an immediate and necessary step to reduce Retribution DPS. Since it was easier to code, we went ahead and reduced the healing potential of Holy Shock by 95% as well because, well, we wanted to.

We know this might impact Holy DPS and, frankly, we don't really give a hoot. If they want to kill something, respec Ret."

Finally, confirmation of what I had already suspected!!!
