Seal of light bugged?

When I was playing on the PTR, steal of light was pretty sweet. It proced every hit, and healed me for about 400 damage unbuffed. Now on live, it doesnt seem to proc correctly (HoR should proc upto 3 heals from it) and it doesnt heal for even half the descriptions amount. I get healed for about ~240, but completely raid buffed it says i should be healed for like 600
