duel spec solves the kings problem
I have not seen it mentioned here before, but if we can change spec (from A spec to B spec) out of combat, then would that not allow a ret or holy palidan to get a 2ed spec with kings in it buff everyone then go back to normal spec?
hell if their other spec is PVP it would have kings anyway.

As soon as they switch back out off a spec with kings the buff will fade from everyone.

Go and spec kings and buff yourself. As soon as you respec kings should disapear.
That's what was mentioned here and it's assumed to stay that way with dual speccs.
