You will probably have an easier time taking 22 people into SSC / TK who actuall want to go and put the effort in than taking 25 people most of who are only there for the purples and dont really give a toss.

Stick with the 22 that do want to actually work on the instances as tbh they are worth 100x the other lazy slack monkeys who will do nothing but hold you back when you finally do hit MH and BT.
