I had someone tell me today that a pally is better off having PW Shield on them. than they are using holy shield and being hit. is this correct or does having holy shield up and dealing block damage help build aggro?

There's exactly no relation between PW:Shield and Holy Shield.

Bare in mind that damage absorbed by PW:S will not refund any mana, while healed damage will.

Absorbed damage also won't trigger the block, giving no holy shield damage on the mob.

All in all: PW:S is worse on us than on any other tank if it'll absorb the full hit, otherwise it's exactly as useulf/not useful as it would be on a druid or warrior.

The 0/40/21 build is a high-threat Main tank build. It's designed to hit 1600+ tps in SWP and the like.

how hard is it to tank lower level instances with that build (or solo pve/level)

Hard enough that it's unnecessary. Ardent Defender is too useful at your level to pass up on it.

no no, when I say it's unnecessary for content level, I mean you won't even need Sanctity for op threat until roughly the very last raid instance of the game.

Sharaz and Illidan also leapfrog it 70% of the time even with their offhand attacks >.>
