has anyone considered this for a tanking enchant?
Resilience would help for crit immune more than 16 def, allowing you to drop below 490 even. 18 stamina never hurts.
I suppose this could be an option if you're one of those tank with 109% avoidance (or some such abundance over 102.4)
For myself, I generally try to run as close to 102.4% as possible w/out going under.

while i agree that the glyph could be useful >situationally<, i think i would rather replace my BR libram for the threat libram full time if i was in this situation...
that or i would spec out of deflection. :-/

the avoidance loss compared to the stamina gain is pretty terrible compared to other available tradeoffs. I could see it on a resist fight helm perhaps, but that's it.

Effective health != Avoidance
But as said this enchant loses out to glyph as much as I support effective health the item level of the KoT enchant is much more valueble..
18 stamina vs 35dodge/def (unless you get use out of the resilience)
8 def gem = 12 stam gem
:. 1 def = 1.5 stam
:. this enchant should be 52 stam
All too easy to forget that avoidance does matter.

If you're absolutely trying to maximize health, then it's a great enchant. However, I cannot think of a single tanking situation where I'd use this over the def/dodge enchant (or even the sha'tar spell damage enchant!).

Right. If you overgear the content, use the 22dmg/14hit enchant - it's what I use on my T6 helm.
