OK respec'ed because I wanted parry back, I'm capricious like that. This is with 161 spelldamage from Continuum + spell enchant and no shoulders, Imp. Judgement and Benediction.

Continuum is 1.8 speed
Judgement is 8 sec CD
JoR average non-crit is 369, 369/8 = 46.1 dps
SoR average is 80, 80/1.8 = 44.4 dps
Judgement cost is 124 mana, 124/8 = 15.5 mps
SoR cost is 221 mana, 221/8 = 27.6 mps

Total SoR+JoR DPS is 90.5 dps, and I spend 42.1 mps doing it. This is 3.3 dps LESS than Imp. SoR, and 1.4 mps MORE costly than Imp. SoR.

Here's the test with 0 spell damage.

Gavel of Pure Light is 1.9 speed
Judgement is 8 sec CD
JoR average non-crit is 246, 246/8 = 30.8 dps
SoR average is 56, 56/1.9 = 29.5 dps
Judgement cost is 124 mana, 124/8 = 15.5 mps
SoR cost is 221 mana, 221/8 = 27.6 mps

Total SoR+JoR DPS is 60.3 dps, and I spend 42.1 mps doing it.

My conclusions? Given my gear I've seen that:

- Imp. SoR provides slightly more DPS at slightly less mana cost than Imp. Judgement and Benediction, so should also be more TPS (given normal gear around 6-8 more TPS, fairly negligible). This is assuming you are spamming judgements as often as your spec will allow.
- Imp. Judgement and Benediction get more DPS from the judgement, while Imp. SoR gets more DPS from the seal. The former is more spell hit dependent, while the latter is more melee hit dependent.
- If you are a MT, I'd still go with 0/49/12 for the parry.
- If you OT or do adds and also heal on the side, it's probably fine for you to go 20/41/0 for Illumination and just stack block rating when tanking. 12/49/0 is interesting for LoH, but some other pally in your raid may already have it anyway and I wouldn't MT with that spec.
