TankadinTps - a threat analyzer

new updates in v1.9:
- you can now observe other tanks! This has some caveats:
- you can only observe one other player or yourself
- you have to be in inspect range, while activating this function
- the stance is always assumed as the tank stance
- sunder armor and devastate depend on the current attack power value, which can't be read for other players. TankadinTps tries to assume a value

- the reporting function got some love, you may format the text to BBCode
