Help identify an addon pls

On some UI shots I see a colored bar about 2-4 inches high across the bottom of the screen used as a backdrop for text chat boxes, etc. Anyone know what does it?

Skinner, change viewport or simply add a bottomframe to cover the screen up a bit.
