"living" health / mana bars

Been trying to figure out how it's done in spartanui, but can't seem to figure out is how they made those health and mana bars "living" like that. Is that some external addon or just a part of the addon he coded himself?
v1.0 used to use pitbull, is he using something different in v2.0?

I think you're talking about the VisualHeal module from Pitbull but I'm not 100% sure I'm understanding you correctly so I may be wrong.

Some demo i found, but you should be able to see the health / mana bars moving at all times, almost like their living

The textures are being scrolled. Not sure how it's done, but that is what it is doing.

After opening up most files in his 'media' file, there was different bars for health/mana etc and they indeed had about 40 different bar images in there, which should be scrolled.
After i had found that it was a blp, i couldn't find out how to integrate them without resulting to 'moding tools' which i believe are illegal. Or are blp's allowed in addons?
