Right balance of Block Vs Straight Mitigation?

Right balance of Block Vs Straight Mitigation?
Take a fight like Gruul. What kind of premium would you place on pure avoidance versus damage mitigation?
IE a very high avoidance (Miss/Dodge/Parry) versus very low avoidance resulting in more hits with a relatively higher damage mitigation (Say 500ish blocked damage per hit).
This question applies to bosses with blockable attacks. I'm less concerned about building threat here as I don't have a "shield slam" type attack and more worried about overall survivability on hard slow hitting bosses.
Last night after tanking Gruul, I was alarmed by the higher amount of damage that I took compared to one of the prot warriors a couple weeks ago. The WWS analysis showed that I took over 150k more damage then he did I've been trying to build up a high mitigation gear build while still maintaining a decent hp level (13k unbuffed at the moment).

My Damage in: 574045 (22338 from shatters)
His Damage in: 413,575 (13665 from shatters)
His Defensive Stats:
Dodge: 14.75%
Parry: 17.07%
Block: 31.31%
My Defensive Stats:
Dodge: 20.94%
Parry: 15.89%
Block: 22.98%
Difference: 160470
Granted, his fight took 1 minute longer due to the different raid grouping, which probably means a few more growths, but 27% is a huge freaking number. Even if you take off the 10% difference in defensive (which would make it 144423) and another 30% to account for the time difference (101096), we're still talking 100k+ more damage.
That's a serious fricking gap to plug.

I only see it 11 times in the analysis so I guess he wasn't keeping it up during the whole fight for me.

No crushes. Bit of damage from one cave in. Edit: Yeah I did take a couple of crushes apparently. Hmm. Stupid holy shield lag.

What was his and your armor compared? If he was going for all mitigation ( which from his low dodge it looks like ) he's probably 1-2k more armor than you. He could have also been chugging stoneshield / ironshield pots, another 2k+ more armor. Also what are the differences in block values?
This is what I've been noticing as well. I used to have 25% dodge unbuffed, and was having a hard time tanking nightbane, maulgar, etc. It could be done, but felt really "proc" based and inconsistant. I swapped to HP / armor / block val gear build and have been noticing far better results. HP wise I now have exactly 13 less HP when fully buffed than our full T4 prot war ( yeah, I almost made up the full 1200 difference ). He's got a bit more armor and dodge than me, stupid aldori shield, but overall we are almost identical in stats. Except..... thunderclap and demo shout... /cry
