I seem to recall somewhere that bosses may have a minimum level. It was a long while though so I may be mistaken.

With exception to world bosses (those still exist, right?) I'd imagine the "minimum level" would be 3 + level required to enter the instance.

There was something like that going on with faction leaders when they updated them for WotLK and Cata - I seem to recall that 70s fighting the WotLK-updated leaders were seeing level 83 hit table, and 80s fighting the Cata-updated leaders were seeing behaviour like level 88. But I had thought this was considered unusual behaviour for a skull mob, not normal.

Lev's right, Ragnaros (MC) has a minimum level of 63. I wasn't considering sub-60 characters in my earlier statement about bosses being level+3 for everyone.

If you want it in formulaic terms, it's

boss_level = max(player_level+3,instance_level+3)
