With the 4-piece proc and windwalk I'm wondering if it will be possible to reliably drop stacks and solo tank the fight next tier.

I believe someone posted in the Rag forum (either normal or heroic, I can't recall) that they did in fact solo tank it (I think it was a 10m group). The stacks will drop off every phase transition as he submerges, and the extra dps makes the phases come sooner. However I do believe his group was fairly well geared, so it would probably be even easier with T13 gear equipped.
Never Pug a random Troll Heroic, always wait for the guild group.

I cannot speak to binary resists, but as far as partial resists go, this (old) thread covers the theory pretty well: ... ics_wotlk/

It's WotLK era, but the theory should be the same now. Later on, someone updated the values for Cataclysm here: ... cataclysm/

Though that article doesn't go into as much depth on minimum resist like the first one does so you if you are interested in that, you have to do the calculations yourself using the new cata numbers in the equations.

Edit: I found an earlier post of mine where I calculated them, the results were:
Code: Select all
Min %   Rvalue        Rounded
0.1     181           181
0.2     310.2857143   311
0.3     482.6666667   483
0.4     724           724
0.5     1086          1086
0.6     1689.333333   1690
