Armor Cap and Armor Cap vs lvl 83 mobs

Hi, I've been looking around here for a while and I cant find any clear defined armor cap for lvl 83 bosses and the reason it would be a different amount (if it even actually is). I don't know if anyone of you follow Ridach and his forum but his talk got me wondering about it. If anyone could explain to why the armor cap number changes (not talking about percentages) that would be appreciated.

Edit: DR% = Armor / (Armor + (467.5 * AttackerLevel - 22167.5))

Is this formula the correct one?

Attacker level is built into the armor mitigation formula. Cap against a level 83 attacker is 49905.
