Pretty certain a 63 spellpower enchant is Worthless.
Theckhd's analysis of Stats On Gear's relative value is here:

10 item budget of Spellpower (11.6 SP) has a rating of ~5 TPS increase. 63 spellpower can then be expected to give ~27 TPS. That's less than 10 Strength's contribution. This means that 63 SP is roughly half as valuable as a 20 Strength enchant (Potency).
When we look at Theckhd's sims of weapon enchants, we can see that Accuracy, Titanium Weapon Chain, and Mongoose are all more TPS than Potency (20 Str), and therefore should be more than double the TPS of 63 spellpower:

It's possible that I have been reading Theckhd's graphs incorrectly, but I do not believe that I have. Theckhd, if I've misread them, please correct me.
