22 Agi gives you approx 12 dps (28 ish TPS?), 18.28 dodge rating, and 48.4 armor.
Therefore, depending on which you prefer, is ~30 TPS and 18 dodge rating or 176.6 armor more important to you?
That I can't answer without looking at your existing stats, as the damage reduction gains from both armor and agil for you would be relative to your existing values, but hopefully the above helps a bit

General rule of thumb is to enchant to the strength of the cloak.
Basically, enchant it with armor if it already has bonus armor - otherwise go with +22 agility.

I'd disagree ever so slightly: enchant for what you want/need it for.
Avoidance set: agi
Flirting with def min: def
Everything else: armour
There are very few places you can stack armour and I'd consider it a real waste not to do so in one of the slots you can.
This is of course assuming you want to raid in your gear (you don't say). For heroics I'd use def.

Armor is better for progression content. Otherwise, agility is fine.
