The first half of this video explains it better than I ever could. I think where a lot of people fall down is on maximizing ability usage, this pretty much covers how to improve that.
Yes, it's a DPS video, but at it's heart, TPS is just DPS. Anyway, I ran across it, and it's worth the watch.
