I'm only interested in mitigation, does the diminishing returns apply to block value for purposes of the amount of damage reduced per hit?

No, the DR only applies to ShoR damage. Nothing else.

That only reiterates what's been said before: Redoubt is always good for mitigation, so it shouldn't ever be dropped. At least, it's better than what's available (Divinity? Reckoning?)

Lack of reading comprehension and/or attention to detail I can only assume. Considering it took me about 2 months to convince a reroll paladin to use Judgement in his rotation (and even now, he's inconsistent at best), I'm not completely surprised by this sort of thing when it happens.
