Righteous Defense and hit chance

So... I recently decided to try out 3/5 WE (so far, I'm noticing a positive difference which is what I was hoping for) but the 3 points came out of precision and, suddenly, Righteous Defense is missing over and over again. This makes me ask - is Righteous Defense's hit chance based off of spell hit or melee hit?

i have recently add a epic gem from heroic sp 5 spell hit and 6stam on my belt of guardian which adds 0.40% spell hit and i really like it , plus 5 spell and 6stam gem , you will get 4stam socket bonus, i have to say is much better than 2x 12 stams unless u are seriously MT.
