I'm always the MT over a similarly geared Warrior or Druid, but when I get into a pug and a T6er is there, I'm just SOL and often get forced to OT because it's two paladins and the T6 warrior or druid and I have a better threat set than the other paladin and/or more mana pots.

The person with the best threat generation should be #2 regardless of class
Warriors will still generate quite some rage with whitehits, bloodrage and berserker rage, their threat from whitehits is also higher than a paladin's.
Additionally a lot of our threat comes from being hit (Holy Shield, Ret Aura, BoSanc, SA...) opposed to warriors who only gain Revenge from being hit.
