Slow Hard-Hitting Spell Weapon?

Unlike all the spell weapons I've seen in Wrath, this has a relatively slow speed and it does the same dps as non-spell weapons. Is it intended for this to be a legit tanking weapon for Paladins? I understand that we'd rather have Str/Dodge/Parry and that this weapon would be better for a caster, but sometimes you have to take what you can get.

Yes - as I noted, the spellpower weapon would be inferior and to clarify further: my intent is not to dispute any current theorycrafting. But I don't always get the drops that I want - 10 Heroic Valithria rescues and still no boots have dropped and this looks like it might be as good as an Agi/Crit weapon if a proper tank stick doesn't drop right away. I'm just not sure what other reason the designers would have to suddenly make slow spellpower weapons with competitive dps.

I do notice that the tooltips are off in one place or the other. The model you indicate for Andoros has much higher damage than the model I linked. I wonder which tooltip is correct?

There won't be a slow SP weapon with competitive DPS as it gets its SP from removing the melee DPS.

All of the mmo-champ tooltips for spell power weapons are wrong atm.
