They only explode if they reach the person they have aggro on, as the explosion is triggered on their melee attack.
I have had several ghosts run straight through me before as tank without exploding. And I've not seen a ghost whack anyone they weren't following yet.

if the person who is targetted gets charmed, they aggro on someone else so it can often seem like they explode on non-targetted people.

we were still having problems with the 20% buff, have to see how things go with the 25% buff
